Yeah, but they fluff under shoto description says that dual shoto's are popular for dual-wielder ataru users choose dual shotos for improved accuracy. I was following the fluff and the rules are telling me no. Just a bit annoying.

Not a problem with the ruling. Just annoyed at the disparity between fluff and rules.

The intention in the rules is that you load one weapon with accuracy (your primary) and your secondary one with defense and 'hope' you get the advantage to activate it. Not the best of rules to be honest. Even worse if you don't have the initiative.
