For the Successful Target Acquisition step would it be possible to use Cunning (deceit) to appear to be another dissident and thus gain a confession?

I suppose I also could not use Intelligence (computer) to access the security cameras and catch/monitor him doing something? :)

Even if we find a target successfully in Find the Suspect, can we choose to do I Tell No Lies anyway? Really looking hard at that Graduation Point. >_>
